FIFA Sanctions: 17 Countries Barred from the World Cup Since 1950

The FIFA World Cup remains the pinnacle of international football, a tournament every nation aspires to reach. However, qualification is not the only hurdle countries face. Over the years, FIFA has barred several nations from participating due to political interference, governance disputes, rule violations, and global conflicts.

With Pakistan and Congo recently joining Russia on the list of ineligible teams for the 2026 tournament, the number of countries sanctioned since 1950 has risen to 17. Here is a breakdown of those affected and the reasons behind their bans:

Germany & Japan (1950)
Both nations were excluded from the 1950 World Cup in the aftermath of World War II due to their wartime roles.

South Africa (1970–1990)
Banned over its apartheid policy, South Africa was expelled from FIFA in 1976 and missed five World Cups before being reinstated in 1991 following the end of apartheid.

Mexico (1990)
Sanctioned for fielding overage players in a youth tournament, Mexico received a two-year suspension from FIFA competitions and missed the 1990 World Cup.

Chile (1994)
Chile was banned after goalkeeper Roberto Rojas staged a fake injury during a 1989 qualifier against Brazil. Rojas received a lifetime ban, later lifted in 2001.

Myanmar (2006)
Barred from qualifying after withdrawing from a 2002 World Cup qualifier against Iran.

Iraq (2008)
Temporarily suspended after dissolving its Olympic committee and national sports federations.

Nigeria (2014)
Suspended due to government interference in the national football federation.

Kuwait (2015)
Banned for political interference in football administration.

Indonesia (2015)
Suspended for similar governance issues involving state interference.

Guatemala (2016)
Barred due to government meddling in football affairs.

Pakistan (2017, 2021 & 2025)
Suspended multiple times over governance disputes within its football federation, preventing international participation.

Chad (2021)
Banned following government interference in football operations.

Russia (2022 & 2026)
Excluded after the invasion of Ukraine, making the country ineligible for consecutive World Cups.

Zimbabwe (2022)
Suspended after a government-appointed sports commission dissolved the national football association.

Kenya (2022)
Banned over allegations of financial mismanagement in its football federation; the suspension was later lifted.

Congo (2025)
Recently sanctioned for external interference in its football federation, ruling it out of the upcoming World Cup cycle.

While FIFA’s disciplinary measures have often sparked debate, the governing body maintains that such actions are necessary to safeguard governance, fairness, and integrity in global football. The repeated suspensions highlight how political and administrative challenges can directly impact a nation’s ability to compete on football’s biggest stage.
