Canada Introduces New Rules for 2024 Student Visas, Impacts International Students

Canada, renowned as one of the top study destinations for international students, has implemented new regulations for student visas in 2024, including changes to Post-Graduation Work Permit (PGWP) eligibility and study permit intake caps.

Here are the key updates for international students planning to study in Canada:

  1. Temporary Federal Cap on Study Permits: The Canadian government has imposed a temporary cap on the number of study permits approved in 2024, aiming for a 35 per cent reduction compared to 2023, with approximately 360,000 permits expected to be issued. The cap for 2025 will be determined later this year.
  2. Changes to PGWP Eligibility: Effective September 1, 2024, foreign students starting study programs in private colleges offering licensed curriculum will no longer be eligible for PGWPs.
  3. Extended PGWPs for Master’s Graduates: Master’s program graduates in Canada will soon be eligible for three-year PGWPs, providing enhanced opportunities for post-graduation employment.
  4. Revised Spousal Open Work Permit Eligibility: Open work permits will now only be available to spouses of international students enrolled in master’s, doctoral, and professional programs.
  5. Updated Cost-of-Living Requirements: International students must demonstrate they have at least $20,635 to cover living expenses, effective January 1, 2024 (previously $10,000), with different requirements for students moving to Quebec.

The Canadian government’s announcement on January 22, 2024, included a two-year intake cap on study permit applications to manage the influx of international students. This cap aims to address infrastructure challenges and ensure high education standards across designated learning institutions (DLIs).

The rationale behind the study permit cap stems from the significant increase in study permits issued over the past decade, leading to strains on housing and healthcare systems. Some private institutions have also faced criticism for prioritizing revenue over educational standards. The cap allows the government to develop a Trusted Institutions Framework, promoting high-quality education and weeding out substandard institutions.

For international students, especially those applying for undergraduate programs, obtaining study permits may become more competitive due to the reduced permit allocations. Ontario, British Columbia, and Nova Scotia are expected to see sharper cuts in permit approvals, intensifying competition for prospective students interested in these provinces. However, applicants to master’s or doctoral programs may experience less impact on their chances of obtaining study permits.

As Canada seeks to balance its reputation as a welcoming study destination with the need for sustainable growth, prospective international students should stay informed about these regulatory changes to navigate the application process effectively.
