ECOWAS Sets 2027 Launch Date for Single Currency, ECO

The Economic Community of West African States (ECOWAS) has renewed its commitment to introducing a single regional currency, the ECO, by 2027. The announcement followed deliberations during the 66th Ordinary Session of Heads of State and Government in Abuja on Sunday, detailed in a communiqué released at the session’s conclusion.

The ECO, originally planned for launch in 2020, faced delays due to the COVID-19 pandemic. With the new target set, ECOWAS is ramping up efforts to ensure the currency’s successful rollout.

Implementation Strategy

The regional bloc has approved selection criteria proposed by its High-Level Committee to determine which member states will initially adopt the ECO and which will join later. The ECOWAS Commission, in collaboration with the West African Monetary Agency (WAMA), has been tasked with integrating these criteria into the protocol for establishing the ECOWAS Monetary Union Agreement.

Additionally, ECOWAS leaders endorsed recommendations on the financial framework required for the ECO’s introduction. This includes addressing the costs, funding sources, and operational modalities for the reforms and institutions essential to the currency’s launch.

Member states and their central banks have been urged to meet their financial obligations to operationalise the necessary institutions once the official launch date is confirmed.

Call to Action

The Authority of Heads of State and Government directed the High-Level Committee and the ECOWAS Commission to expedite efforts to meet deadlines for creating and operationalising these institutions. The goal is to ensure the region is fully prepared for the currency’s debut by 2027.

Agricultural Policy Progress

In addition to the currency announcement, the Authority reviewed progress on the ECOWAS Agricultural Policy (ECOWAP). It recognised agriculture’s critical role in member states’ socio-economic development and directed the ECOWAS Commission to implement strategies targeting food security and nutrition.

Key focus areas include:

  • Livestock Farming
  • The Regional Rice Self-sufficiency Initiative
  • The Comprehensive African Agriculture Development Programme (CAADP) Action Plan for 2026-2035

Member states were urged to strengthen collaboration with regional institutions and technical and financial partners to realise these objectives.

Expected Benefits of the ECO

The ECO is anticipated to simplify trade, reduce transaction costs, and foster economic integration across West Africa. By eliminating currency exchange barriers, the single currency aims to boost intra-regional trade and stimulate economic growth, creating a stronger and more unified economic bloc.

With preparations in full swing, ECOWAS leaders are optimistic that the ECO will become a pivotal tool in advancing regional development and integration.
