New US Olympic Policy Bars Transgender Women from Female Competitions

In a major shift in American sports policy, transgender women will no longer be permitted to compete in women’s events at the Olympic and Paralympic levels, following a recent update by the U.S. Olympic and Paralympic Committee (USOPC). The move aligns with a controversial executive order issued by former President Donald Trump titled “Keeping Men Out of Women’s Sports.”

Effective July 21, 2025, the new directive—now reflected on the USOPC’s website under its Athlete Safety Policy—places strict limitations on athlete eligibility for women’s events. The update introduces a new section titled “Additional Requirements,” which reaffirms the organization’s commitment to preserving fair competition for female athletes.

“The USOPC is committed to protecting opportunities for athletes participating in sport,” the updated policy reads. “We will continue to collaborate with stakeholders… to ensure that women have a fair and safe competition environment consistent with Executive Order 14201 and the Ted Stevens Olympic & Amateur Sports Act.”

The Stevens Act, enacted in 1988, governs eligibility disputes and supports gender equity in Olympic and amateur athletics.

In a memo sent to Team USA athletes, USOPC Chief Executive Sarah Hirshland and President Gene Sykes referenced the need for compliance with federal expectations, given the organization’s federally chartered status. “As a federally chartered organization, we have an obligation to comply with federal expectations,” they wrote.

Trump’s executive order, issued in February, mandates the exclusion of transgender girls and women from female sports teams and single-sex facilities. It warns that institutions violating this order could face the loss of federal funding. The order claims that allowing individuals assigned male at birth to compete in girls’ sports contravenes Title IX, which guarantees equal opportunities for women in education and athletics.

The USOPC’s policy revision now obliges all U.S. National Governing Bodies (NGBs) to align their eligibility standards with the new federal directive. “Our revised policy emphasizes the importance of ensuring fair and safe competition environments for women,” the USOPC stated in a letter to sports federations, as reported by ESPN.

The policy update follows what the USOPC described as a “series of respectful and constructive conversations” with federal authorities regarding compliance with Trump’s directive.

Meanwhile, the National Collegiate Athletic Association (NCAA) has also revised its stance on transgender athlete participation in women’s sports. Under the new NCAA guidelines, only athletes assigned female at birth can now compete in women’s collegiate sports, further tightening restrictions after the executive order.

The timing of the USOPC’s decision is particularly significant as the United States prepares to host the 2028 Summer Olympic Games in Los Angeles, placing a spotlight on how the country balances inclusion, fairness, and political mandates in global sporting events.
