FG Seeks $500M World Bank Loan to Boost Rural Roads and Agriculture

The Federal Government of Nigeria is pursuing a $500 million loan from the World Bank aimed at improving rural road infrastructure and enhancing agricultural marketing across the nation. The initiative, detailed in the final draft of the Resettlement Policy Framework for the Nigeria Rural Access and Agricultural Marketing Project Scale-Up (RAAMP-SU), is overseen by the Federal Ministry of Agriculture and Rural Development.

The World Bank loan seeks to address the critical need for improved connectivity in rural Nigeria, where an estimated 92 million people currently lack access to reliable road infrastructure. The RAAMP-SU project is designed to enhance rural access and climate resilience, thereby unlocking agricultural potential and marketing opportunities for rural communities, ultimately improving their livelihoods.

Objectives and Impact

The primary objectives of the RAAMP-SU project include:

  • Improving rural access and climate resilience in targeted communities.
  • Strengthening institutional capacity for managing rural road networks.
  • Establishing financial and institutional foundations for sustainable management of rural and state road networks.

The project is an extension of the original Rural Access and Agricultural Marketing Project, which received support from the World Bank and the French Development Agency. It is managed by the Federal Department of Rural Development within the Federal Ministry of Agriculture and Rural Development, with oversight by the Federal Project Management Unit.

Current Road Network Challenges

Nigeria’s road network comprises approximately 194,000 kilometers, including 34,000 kilometers of federal roads, 30,000 kilometers of state roads, and 130,000 kilometers of registered rural roads. Despite this extensive network, the rural accessibility index is only 25.5%, leaving around 92 million rural residents without proper connectivity. The policy document emphasizes the need to expand and enhance the rural road network to improve accessibility for economically disadvantaged areas.

Project Financing and Structure

The RAAMP-SU project’s total cost is estimated at $600 million, with the World Bank expected to provide 83.33% of the required funding. This commitment is significantly higher than the initial $280 million provided for the parent project. The funds will be allocated across three key components:

  1. Improvement of Resilient Rural Access ($387 million): Enhancing rural road infrastructure to ensure climate resilience.
  2. Climate Resilient Asset Management ($158 million): Managing rural road assets to withstand climate impacts.
  3. Institutional Strengthening and Project Management ($55 million): Building capacity and managing project implementation.

State Participation and Requirements

To participate in the project, states must have functional Roads Funds and Roads Agencies, with appointed boards and staff, and administrative cost provisions in their budgets. The new requirements also promote women’s representation in the transport sector.

Funds will be allocated competitively based on a socioeconomic selection matrix, readiness of activities, and demonstrated commitment to infrastructure maintenance, including potential co-financing from state resources.

Resettlement and Compensation

The implementation of resettlement and compensation plans is a prerequisite for project activities that necessitate resettlement. Compensation and assistance must be provided before any displacement, ensuring that resettlement measures are in place before land acquisition or access restrictions.

Governor Lawal of Zamfara State expressed optimism about the project’s potential to enhance rural livelihoods and agricultural productivity, emphasizing the need for political will and commitment to effectively implement the project and achieve its goals.
