Ex-JAMB Deputy Director Takes Legal Action, Vows to Expose Corruption

Mr. Yisa Usman, a former deputy director of the Joint Admissions and Matriculation Board (JAMB), has declared his unwavering commitment to exposing alleged corruption within the organization, despite what he describes as threats and intimidation.

Usman made this declaration on Tuesday during a hearing at the National Industrial Court in Abuja, presided over by Justice Osatohanmwen Obaseki-Osaghae. He appeared as the sole witness in a suit challenging his alleged unlawful dismissal by JAMB.

A Determined Whistleblower

Under cross-examination by JAMB’s counsel, A.A. Owonikoko, Usman admitted to filing multiple petitions with government agencies against JAMB, citing financial improprieties under the leadership of the current Registrar, Prof. Ishaq Oloyede. These petitions were addressed to institutions including the National Assembly, the Attorney General of the Federation, the Independent Corrupt Practices and Other Related Offences Commission (ICPC), and the Economic and Financial Crimes Commission (EFCC).

“My loyalty is to the nation before any individual. The fight against corruption is a responsibility for every Nigerian,” Usman said. He further alleged that threats against his life and career were attempts to silence him.

Disciplinary Committee Proceedings

Usman recounted events leading to his dismissal, revealing that he had received queries and was invited to appear before a disciplinary committee. He admitted submitting a written response but raised objections to the committee’s composition, which he claimed included individuals implicated in his corruption allegations.

“My concern was the likelihood of bias, as many members of the committee were beneficiaries of the very infractions I reported,” Usman told the court.

When asked if he was aware that the Registrar and the Director of Finance and Accounts (DFA) had recused themselves from the committee, Usman said he was never informed.

Dismissal and Allegations

JAMB’s counsel presented a dismissal letter, which cited Usman’s refusal to appear before the disciplinary committee and allegations of serious misconduct. Usman, however, denied the accusations, insisting that his letter of May 17, 2023, was a formal protest against the committee’s composition rather than a refusal to participate.

The lawyer also referenced a criminal charge filed against Usman on March 30, 2023. Usman denied any connection between the charge and the investigations into JAMB’s activities, asserting that the allegations against him were baseless.

Reliefs Sought in Court

Usman is seeking several reliefs in his ₦150 million lawsuit against JAMB. His demands include:

  • A declaration that the disciplinary committee was irregular and violated JAMB’s staff manual.
  • An order nullifying his dismissal and reinstating him with full benefits and entitlements.
  • Compensation for damages, including unpaid salaries and allowances.

Hearing Adjourned

Justice Obaseki-Osaghae admitted several exhibits presented by Usman’s counsel and adjourned the case to February 27, 2025, for JAMB to open its defense.

A Call for Accountability

Usman’s case highlights ongoing tensions within JAMB, with allegations of corruption and abuse of authority at the forefront. As the court proceedings continue, the outcome could have significant implications for whistleblowing protections and accountability in public institutions.
