Lagos Enacts Landmark Laws to Combat Illegal Organ Harvesting and Boost Public Welfare

The Lagos State Government has officially signed the Human Organ and Tissue Transplantation Bill into law, establishing a robust legal framework to combat illegal organ harvesting and regulate organ transplantation practices. This was announced by the Attorney-General and Commissioner for Justice, Mr. Lawal Pedro, SAN, during a press briefing on Thursday in Alausa, Ikeja.

Governor Babajide Sanwo-Olu approved the new law alongside four others, underscoring the administration’s commitment to the welfare, security, and prosperity of Lagos residents.

Comprehensive Legislative Milestones

In addition to the Human Organ and Tissue Transplantation Law, the new legislations include:

  • Consumer Protection Law: Designed to enhance consumer rights and ensure strict enforcement.
  • Lagos Enforcement Training Institute Law: Focused on professionalizing enforcement agencies.
  • Victims Assistance and Witness Protection Law: Aimed at safeguarding victims and witnesses in legal proceedings.
  • Fire and Rescue Service Law: Strengthening emergency response services.

“These laws are not just milestones in Lagos’ legislative journey; they reflect our unwavering commitment to making Lagos a model of progress, justice, and opportunity,” Pedro stated.

Combatting Illegal Organ Harvesting

The Human Organ and Tissue Transplantation Law specifically addresses the growing concern of illicit organ trade and unethical medical practices. It prohibits unauthorized organ harvesting, the sale of human organs, and misleading advertisements for organ trade.

“This groundbreaking legislation ensures that medical procedures adhere to the highest ethical standards, protecting individuals from exploitation,” Pedro emphasized. Violators face severe penalties, including up to 10 years imprisonment or fines of up to ₦10 million.

Protecting Consumer Rights

The Lagos Consumer Protection Law introduces stringent measures to safeguard consumer interests in the state’s bustling commercial ecosystem. It empowers authorities to take decisive action against businesses engaging in unsafe or fraudulent practices.

Violations attract penalties such as the sealing of premises selling hazardous products, fines up to ₦5 million, and custodial sentences. Repeat offenders face increased fines and longer jail terms, signaling the government’s zero-tolerance approach to consumer rights violations.

Enhancing Public Safety and Welfare

Pedro also highlighted the importance of the Victims Assistance and Witness Protection Law, which aims to shield vulnerable individuals involved in legal cases. Similarly, the Lagos Enforcement Training Institute Law seeks to professionalize enforcement personnel, while the Fire and Rescue Service Law enhances emergency response capabilities across the state.

Public Awareness and Engagement

The Attorney-General urged Lagosians to familiarize themselves with the new laws and actively participate in their enforcement. “These laws are designed to tackle pressing issues and pave the way for a more just, secure, and prosperous Lagos. Residents must engage with them to fully realize their benefits,” he stated.

A Vision for the Future

The introduction of these laws marks a significant step forward in addressing critical issues ranging from public welfare and human rights to safety and environmental sustainability. As Lagos continues its trajectory as a hub of commerce and development, these legislative reforms aim to ensure a thriving and equitable future for all its residents.
